These drivers are finnish, Rappis and the co-driver. The movie is actually even funnier if you understand what the co-driver is saying.... If I have understood correctly 'Vetomies' is a class of amateur/professional rally racing in Finland. That specific one in Kakaristo (that is the location of the race) was most probably run with the WRC07 in August.
