After going through a couple different mods for holding the spare tire down, i went back to keeping it simple and I made this up this afternoon.

I used a piece of 8x1.25 hardware, welded to the end of a 3/8" rod <-- this end threads into the body of the car, down in the spare tire well.
I then slipped on an old garage door part, one of those pieces that the cable run on that has the bearing in the center, then I welded an 19mm lug nut on the end.
The old garage door part works nicely to allow the lug nut to spin and not mar the wheel, plus, it fits nicely inside the wheel, and with the lugnut being 19mm, its the same as the rest of the car so it can be spun on/off with the cordless impact.

Here it is holding a crappy tire down:

Very nice, i need something to hold down my spare in my DD, the factory cone thing rotted off, as did a little bit of the metal beneath it. As it stands the bungy cords still allow it to bounce a bit when i hit the rough stuff. What do you thread into on the bottom a nut with a big washer on it?

It just threads into the stock piece on the trunk floor.
For your car, how about taking an old lap belt from the center rear seat of a car and bolting that with one end on each side of the spare tire. I used to have that setup on a car, and even full airborne with hard landings the tire stayed put. I cut the belt off the side that plugs in, and restrung it with a simple pull-type strap.
