I am currently building my rs25 for rally prepared SCCA Rallycross and I have a roll bar built for it, can I run it? its more for safety then for stiffening.

Roll bars are legal for all classes.
The rule book is pretty straight forward and can be found here: http://cms.scca.com/documents/Rally%20Rules/2010_RallyCross_Rules.pdf .

I figured, it didn't say anything about roll bars and cages not being permitted.

Actually they are specifically allowed in stock class and thus every other class.
"6.2.C.4.d. Driver restraints and roll cage may be added."
and in general...
"6.3.O Roll cages are strongly recommended in all cars. If installed it is strongly recommended that roll cages be constructed according to the rules for stage rally competition used in other sanctioning bodies."

Just make sure it has proper roll bar padding on it to protect your "high risk for head impact" areas. That would be pretty much anywhere above the shoulder line, in my opinion.
