Which is better? And does anyone know where to get a full set of every gasket needed to rebuild a 2.2L engine. Also what are your thoughts on boring out a 2.2L engine into a 2.5 and doing a na motor build?

I don't know anything about NA builds.

NA is always expensive. Thats the bottom line.
But the results usually seem pretty bombproof.

Boring it out to a 2.5... is there enough room to do that on the 2.2?

I'm not so sure about the gaskets. I've ordered from Subaru Parts for you (http://www.subarupartsforyou.com/cp_partlistbymod.php?model=Impreza) before with good luck.
