idk bro?????
Well somewhere in the 4000K to 4700K range is white. Anything above 5000K is getting blue. A good high efficiency non blue filter coated bulb will be somewhere in the 3700K to 4100K range. These high efficiency bulbs are generally noticeable whiter than the stock ones.
As for a suggestion of what brand to use. The number one rule of lighting is only buy from OEM companies, like Hella (http://forums.nasioc.com/forums/showthread.php?t=1967214#), Osram, Philips, Narva, and Tungsram. Stay as far as you can away from no name Ebay bulbs and PIAA (http://forums.nasioc.com/forums/showthread.php?t=1967214#). The number two rule is if you are looking for more light don't buy blue coated bulbs. They filter out much of the visible light and are much dimmer than stock bulbs. They also burn out really quickly. Don't be fooled by advertising, they won't help you see better.
For the low beams you have a couple of options. You can get regular H7 high efficiency bulbs. They are usually rated as +30%, +50%, +80%, +90% etc. This value is in added total light output, not visible light. So they are not going to seem as bright as the number indicates. Also the +80% and +90% bulbs seem to dim much quicker than other bulbs. I have bought several of the new bulbs in this range and was happy at first but after a few months they are back to what seems like the stock brightness. I was much happier with the +50% bulbs. Philips, Osram, Narva, and Tungsram all make great +50% clear bulbs that are all about the same. Your other option is to get higher wattage bulbs. I don't mean 100 watts or something ridiculous. Osram makes a really nice 65 watt bulb called the H7 rallye. It is basically an H7 with an H9 filament in it. The H9 filament is super efficient. These will be much brighter than any of the standard wattage options out there. They are however illegal, and may add more glare, not like, say an HID kit, just slightly more. Because the bulb outputs so much more light the glare will get brighter just as the rest of the beam does. The 65 watts is not enough to cause any damage to the wiring. There have been people on here that have been running them for years with no problems.
For the highs you also have two options. You could get a set of high efficiency bulbs like stated above, or go with a set of HIR bulbs. HIR stands for Halogen Infrared Reflecting. Basically they put a coating on the glass that reflects infrared light back into the filament which super heats it, so it produces much more visible light. Toshiba makes these, no other brand is worth buying from. They are a bit hard to find, just search around. Be careful buying them on Ebay, some of them are not real HIRs. The real ones have a round glass globe. They make them in 9006 and 9005 configurations, with one small difference. The tabs on the base are slightly different. All you need to do is trim them a bit with a knife. Just like the regular high efficiency bulbs they are noticeably whiter. I have a set in my WRX and love them. Here is some more info on them... http://hirheadlights.com/
Now for the fog lights (http://forums.nasioc.com/forums/showthread.php?t=1967214#), where there isn't much you can do. The stock fog lights (http://forums.nasioc.com/forums/showthread.php?t=1967214#) suck, and H3 bulbs suck also. The pattern of the stock fog lights is terrible. There isn't much that can be done to improve them, aside from replacing the whole light with a good aftermarket one. Sure you can get the same high efficiency bulbs like discussed above in the H3 (http://forums.nasioc.com/forums/showthread.php?t=1967214#) type, but they all burn out super quickly. The bulb is so small it doesn't take the added heat well. If you do get some high efficiency bulbs, order two sets because they will likely burn out within 6 months. My suggestion is to keep the stock bulbs and deal with it or replace the whole lamps.
