ok im trying to piece together suspension for my wagon. agx + pink springs + 04 top hats + tic spacer.

i got 'top hats' in the mail today and as i was messing with them it didnt seem right so i searched and found this picture. the part with the red arrow is part of the top hats correct? all i got was the part marked with the blue arrow.
or do i need to use something off the stock suspension and use the part blue arrowed part?
i think i am either missing something or looking at it wrong.
