What would be the best suspension setup for my OBS so that I can do autox and rallyx, both fairly well? I was thinking Coilovers but i'm not 100% yet.

I currently use KYB AGX's with OBS springs and can hang with the best of them on both surfaces. I also have strut tower braces and upgraded sways, endlinks and bushings. I am currently running a 22 mm Cusco up front and a 22-26mm Whiteline in the rear set to 22MM. I rallycross on the softest AGX setting and autocross on 3 up front and 4 in the rear. Pretty good setup for both IMO!

Is +1 inch enough for a good rallyX (Ground Control Coilovers)?
and I guess on a side note, is -1 inch a good drop for autoX?

Honestly you don't need to worry about ride height for either one.
