I was changing the plugs and wires on my car today and found a hose dangling loose from the intake pipe.
As it turns out it is supposed to go to this thing.

As you can see the point where this tube is supposed to go is broken off
So my question is what is this thing what does it do and why is it adjustable?
And does anyone have a good one they wanna get rid of?

It is a Fast Idle Control Device (FICD) and is only found on the 1.8L models. It basically helps control the idle under heavy electrical load (A/C, heater, etc). If you find that your car doesn't like to idle when you turn things on in the electrical or A/C system, then this bugger probably should be replaced if it's broken (which most seem to be - it's real easy to snap that upper connection when you change an air filter).
I just plugged the vacuum lines going to it and called it a day (but then again, the A/C in my L never worked anyway).

Well that's good.
My AC sucks and will soon be in the trash bin and all I did was plug the openings and it runs fine.
This car will soon be dedicated to rally X duty so the more crap... er... um stuff I can remove the better.
Thanks for the info.

The one thing I did find with my L was that if I removed the FICD, the car idled like crud. I had to leave it plugged in even though the vacuum hoses were disconnected and plugged.
