I just recently got a 97 Impreza OB. I'm looking for some bolt on mods that I can do for a little better throttle response.

find a used light weight crank pulley, easy bolt on for a little more pep
cant really do much to get more out of the engine but its something
i along with most other people would suggest suspension mods for better handling, definitely worth it to put money toward that

Yeah, a lightweight crank pulley and flywheel will definitely improve throttle response, but suspension mods are the way to go!

throttle response would definitely improve from a lightweight crank pulley. They're pretty cheap and fairly easy to install (just get a friend and a real large cheater pipe)!

But really as others have mentioned, you don't really need better throttle response if you have your suspension sorted out so that the car handles well.
